Make sure that,
- You have write permission (777) to `app/tmp` and `app/webroot` folders
- You have updated FROM_EMAIL_NOTIFY and SUPPORT_EMAIL in `app/Config/constants.php`
Update SUB_FOLDER in app/Config/constants.php to define('SUB_FOLDER', 'Decommissioned/');
Make sure that, the '.htaccess' file is there in the root directory
